The City
The City of Courtenay is situated on the east coast of central Vancouver Island, within the traditional lands of the K'ómoks First Nation. Accessible by land, sea or air, Courtenay is a culturally diverse community that offers supernatural beauty at its doorstep. The City (approximate population 28,000) is the urban and cultural hub of the larger community, the Comox Valley (approximate population 72,000).

The City is governed by a Mayor and six Councillors. The City Manager (CAO) is responsible to Council for managing all City operations. Seven departments report to the City Manager including Corporate Services, Development Services, Engineering Services, Financial Services, Public Works Services, Recreation, Culture & Community Services and the Fire Department.

The Financial Services Department is responsible for directing financial and purchasing systems, which support the activities of other departments and the provision of financial information to the public. The Department consists of the Finance-Treasury, Purchasing and Financial Planning Services.

Finance is responsible for all of the financial activities undertaken by the City including receipt of all payments, keeping of all funds and securities, expending and disbursing money as authorized, keeping accurate records and full accounts of the financial affairs of the City, and compiling and supplying financial information to internal and external sources.

The Opportunity
The Payroll Clerk works collaboratively as a member of the Financial Services team and is responsible to support the Payroll Coordinator with the processing of payroll, new hires, terminations, salary changes, reclassification and benefit administration for union and exempt staff.

The Successful Candidate Will Have:

  • Member of the Canadian Payroll Association
  • Payroll Compliance Practitioner (PCP) certification with the Canadian Payroll Association; or working towards the PCP supplemented by equivalent combination of education and experience; or willingness and ability to obtain payroll designation supplemented by an equivalent combination of education and experience.
  • 2-3 years recent experience in payroll practices, preferably in a unionized environment, local government, and confidential payroll
  • 1-2 years’ experience in benefit administration considered an asset
  • 1-2 years’ experience in Accounting considered an asset
  • Sound knowledge of the methods, practices and principles of preparing, calculating and processing all aspects of payroll including activities relating to hourly wages, salaries, leaves, year-end reconciliation, as well as monthly and year-end government reporting
  • Sound knowledge of Federal and Provincial government legislation and regulations, and union agreement(s) related to wage and benefits
  • Sound understanding of the financial and accounting implications of payroll transactions
  • Advance Excel and Word skills
  • Knowledge of Municipal Pension Plan legislation and administration considered an asset
  • Experience with Diamond Great Plains and Worktech / Pearl considered an asset
  • Strong interpersonal, communication, organizational, time management, analytical, problem solving and attention to detail skills
  • Ability to deal with customers (both external and internal) in a courteous and tactful manner
  • Strong ability to apply discretion to sensitive issues and maintain confidentiality
  • Ability to work well as a member of a team and independently



COMPLEMENTARY ASSETS:

  • Superannuation / benefits administration training
  • Relevant accounting or business courses
  • Freedom of Information Act, Personal Information Protection and Electronic Documents Act, and Privacy Act training
  • Human Rights Legislation and Collective Agreements training



The successful candidate will be required to provide a clear Criminal Record Check.

The current hourly wage rate is $33.92 based on a 35-hour work week. This is a full-time position; start date to be determined.
