As the Junior Community Planner, you will support the Community Planning Division in its long-range planning and policy initiatives, special and capital project implementation, administration of various incentive and community programs, and Divisional liaison to Council-appointed Committees.

With a University Degree in Planning or related field, you will possess or have eligibility for membership with Ontario Professional Planners Institute (OPPI) and/or Canadian Institute of Planners (CIP). You have one to two years of work experience in a planning or related field.

This non-union position has an annual salary range of $74,309 to $89,154, based on 37.50 hours weekly. We also offer comprehensive health and wellness benefits.

Position Objective

This position will support the Community Planning Division in its long-range planning and policy initiatives, special and capital project implementation, administration of various incentive and community programs, and Divisional liaison to Council-appointed Committees.

Duties & Responsibilities

1. Contribute to the preparation of a wide range of land use policy planning initiatives, studies and special projects that protect the long-range interests of and advance the strategic objectives of the Town, relative to the Official Plan, neighbourhood and secondary plans, natural and cultural heritage, brownfield development, urban design and other strategic priorities as assigned.

2. Undertake research projects and best practice reviews in support of the Division’s various policy initiatives, special studies and capital projects.

3. Coordinate and administer the Town’s various Community Improvement Plan programs, working closely with applicants, various departments and external agencies as required to promote, inform, ensure compliance, and report.

4. Administer matters related to the Ontario Heritage Act, including heritage designations, heritage permit applications, the heritage tax rebate program, the designated heritage property grant program, property standards matters, and the Municipal Registry. Perform research as required.
5. Review and comment on a wide range of development applications, relative to the requirements of the Site Plan Control Guidelines, Subdivision Control Guidelines, Urban Design Guidelines and other applicable Town policy. Liaise with internal departments and external applicants as required.
6. Serve as a staff liaison, coordinate, offer expertise to the Municipal Heritage Standing Committee and other Council-appointed Committees as assigned.
7. Act as liaison between the Community Planning Division and other internal departments, developers, external agencies, stakeholders and the public on various initiatives and projects. Respond to enquiries from internal departments, external agencies, the public and stakeholders; interpret, apply and explain Town policy, the Official Plan and other land use planning policies.
8. Coordinate and attend public open houses and public meetings, as required. Consult with community stakeholders as required. Ensure proper legislated and non-legislated circulation and publication of notice requirements.
9. Support the Division in the preparation of mapping, drawings and other presentation and graphic documents as required, utilizing software such as Adobe Suite, Sketchup Pro, AutoCad and GIS/ESRI. Coordinate the Division’s online presence, in the creation and maintenance of project specific Bang the Table pages and relevant Town webpages.
10. Write reports to Council and Committees on long range planning and policy matters, studies and other initiatives.

Education & Experience

  • University Degree in Planning or related field
  • One to two years’ work experience in a planning or related field
  • Membership or eligibility for membership with Ontario Professional Planners Institute (OPPI) and/or Canadian Institute of Planners (CIP)

Knowledge

  • Applied, technical knowledge of the principles and practices of planning, applicable planning legislation and regulations, provincial and regional guidelines and policies, and local by-laws, including the Planning Act and Ontario Heritage Act.
  • Applied, technical knowledge of MS Office, presentation software applications, ArcMap GIS/ESRI, AutoCAD, Adobe Suite, SketchUp Pro.
  • Technical knowledge of public notification/consultation process
