The Opportunity
Reporting directly to the Director, People Services, this role is responsible for the direction and functional system support for all payroll staff. This position is responsible for ensuring the timely and accurate processing, tracking, reconciliation, and accounting of all town payrolls and compliance with all legislated requirements. This position is responsible for managing the full cycle payroll from reconciling time sheets, calculating deductions, and submitting remittances.
As the Supervisor, Payroll, you will perform the following duties, including but not limited to:
- Responsible for generating all year-end reports and ensuring compliance when filing all year-end reconciliations and reports including statutory requirements such as T4’s, T4A’s, pension adjustments, OMERS Form 119, WSIB and EHT year-end reconciliations.
- Liaise with People Services, Finance and IT staff on an ongoing basis and with Town Auditors during the Town’s annual audit; be the main contact for any payroll related audits (year-end financial, CRA).
- Supervise all payroll computer system upgrades including the development and execution of test plans and provide advice regarding the implementation of the upgrades into the production data base.
- Check and approve bi-weekly and Volunteer Firefighter payrolls; periodically execute the bi-weekly process. Responsible for the proper financial accounting of all payroll and benefit transactions associated with compensation. Reconcile all payroll related issues and payment to outside agencies.
- Responsible for Ontario Municipal Employees Retirement System (OMERS) administration of plan.
- Participate in HRIS implementation project as needed.
The Ideal Candidate
We are seeking an experienced professional with a post-secondary degree in Accounting or a closely related field. Our ideal candidate has three years of computerized, multi-payroll, unionized environment; must have extensive background in all aspects of payroll processing, accounting, reconciliation, and year-end reporting and one year of supervisory/leadership experience. The candidate would have their Payroll Compliance Practitioner (PCP) Designation. Certified Payroll Manager (CPM) designation or in-progress would be considered an asset.
The ideal candidate will have demonstrated ability to exercise significant discretion and sensitivity. We are seeking an individual with superior knowledge of The Employment Standards Act and Canada Revenue Agency.
The successful candidate for Supervisor, Payroll will be required to work a flexible schedule, including in the office, remotely and after hours (as required).
This position offers a salary range of $83,310.20 - $102,097.99 plus a competitive benefit package.
Satisfactory passing of a criminal record check, and proof of qualifications will be required of any successful candidate(s) for this position.
