Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. The Senior Manager, Delivery provides strategic leadership, direction and scope of work prioritization to Delivery group in support of the assigned business pillar and Product Owners in planning, development and implementation of projects and delivery initiatives in one of PRESTO’s three pillar delivery model. They organize, clarifies and drives value-creation as part of a dynamic matrix structure where there are two types of reporting lines: a functional capability line (Delivery) and a business value-creation line (Business Pillar), which sets the objectives and business needs. They are also involved in leveraging deep understanding of the pillar’s business and customer/client needs as well as Delivery team capabilities to form and coach small teams (squads) of Delivery resources, with end-to-end accountability for specific outcomes.
What will I be doing?
- Leads delivery organization readiness and business enablement of product and function to ensure successful transition to operation meeting and exceeding clients and customers' needs and expectations
- Manages and directs complex problem solving initiatives and supports projects including project charter, governance and decision-making structures as well as project goals and objectives, scope, deliverables, Key Performance Indicators (KPIs) and quality management
- In a matrix management structure, manages and directs cross-functional teams and subject matter experts to deliver on ‘squad’ business objectives and customer experience improvement
- Defines the business case with input from internal and external stakeholders and supports the monitoring and management of a multi-million-dollar budget, including project expenditures, contractual commitments and delivery scope changes to ensure maximum value within approved budget
- Tracks, updates, and communicates outcome status to Directors and senior executives as it relates to Squad initiative or project progress, resource utilization, issues, risks, and risk mitigation plans
- Manages and leads squad initiative close-out activities by confirming resolutions have met all external and internal stakeholder requirements, verifying that all deliverables have been delivered and accepted
- Manages Lean Plan/Do/Check/Act loops as part of close-out activities that include identifying lessons learned/best practices to inform the success ongoing continuous improvement and service delivery initiatives
- Evaluates new industry products, approaches and technology support and services directions and recommend how these can be integrated in PRESTO’s technology
- Builds and maintains strategic and mutually supportive relationships at all levels of management to ensure project priorities are aligned with business, external stakeholder and customer needs and expectations and to influence decision making and effectively communicate and obtain commitment to the project strategy
- Communicates effectively with business peers, IT peers and vendors to solve business/technical problems and provide technical solutions
- Ensuring delivery pillars KPI’s are delivered on timely manner and work with operation and the business to put an action plan where inefficiencies identified
- Establishes a strategy of continuous risk and issue identification and management that enables proactive decisions and actions throughout the project life cycle
What skills & qualifications do I need?
- Completion of a degree or diploma in Business, Computer Science/Information Technology, or a related discipline or a combination of education, training and experience deemed equivalent
- Minimum (10) years’ experience in implementing complex systems or programs
- PMP Designation, Scrum master is an asset.
- In-depth knowledge of collaborative team, critical thinking and problem solving techniques, tools and methodologies related to all phases of the initiative life cycle to manage and lead the development, implementation and communication of the strategies as well as the governance structure for the prioritization, authorization of outcome delivery.
- Familiar with IT Service Management (ITSM) to ensure activities, plans, and processes align with business needs
- Risk management principles and methodologies to proactively manage risks to minimize occurrence
- Process improvement principles and methodologies (e.g. LEAN, Agile, etc.) to identify, analyze, and improve existing service delivery and business processes
- Understanding of systems development lifecycle for the development of new systems and enhancements to existing systems to drive and implement strategic technology solutions in support of critical business functions
- Business and technology acumen to provide advice on strategic business and technology solutions to achieve results
- Data capturing and data analysis skills to apply data driven evidence to facilitate and align process improvement strategies and KPIs
- Judgement and independent decision making, supporting large external stakeholder groups, and providing guidance and direction to very visible projects and service delivery initiatives
- Political acuity, conceptual/strategic thinking and planning skills combined with sound judgement to look at the "big picture" or broad scale longer-term view to anticipate how future developments and trends may impact the organization, external stakeholders and customers
- Interpersonal and oral/written/presentation skills to: engage in senior level business and technology decision maker discussions; influence and gain buy-in among stakeholders across the organization; facilitate and lead discussions with external stakeholders; develop and review reports for presentation to senior management audiences
- Ability to lead, coach and motivate teams to achieve business results
- Ability to influence, partner and collaborate to achieve mutual business goals.
