Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Our Procurement Services Office is looking for a Procurement Specialist who will be dedicated to the acquisition of goods and services that supply and support our Rapid Transit clients. The Procurement Specialist partners with the Senior Portfolio Manager, Rapid Transit Operations on complex, unique, high dollar value, multi-year tendering processes to ensure that resources are dedicated to the completion of Rapid Transit priority projects, which includes participation in regular meetings and communications with Senior Management, Steering Committees, Legal Counsel, Commercial Management, Consultants and Contractors.

What will I be doing?

  • Develops appropriate procurement methods, with the Rapid Transit Portfolio business units, and assists in the selection of bidders.
  • Develops special procurement and contract documents for unique procurements including procurement strategies, revises Instructions to Bidders and modifies General Conditions for the procurement, reviews technical specifications with our customers and revises, develops criteria for evaluating submissions, responds to vendor inquiries, evaluates submissions and recommends award.
  • Conducts risk management assessments for insurance, bonding and the requirement for unique terms and conditions to the type of procurement.
  • Partners with the Senior Portfolio Manager, Rapid Transit Operations on complex, unique, high dollar value, multi-year tendering processes to ensure that resources are dedicated to the completion of operations priority projects, which includes participation in regular meetings and communications with Senior Management, Steering Committees, Legal Counsel, Program Managers, Consultants and Contractors.
  • Acts as liaison with bidders, while tenders are in progress and manages communications and information between corporate clients and vendors.
  • Examines, in detail, the contents of all major tender bids including Request for Proposals / Negotiated contracts and assesses their compliance with tender requirements, identifies tenders including Requests for Proposals / Negotiated Contracts as responsive or non-responsive, and prepares a summary of tender results.
  • Conducts the prequalification of contractors, consultants and vendors for specialized projects.
  • Administers and directs evaluation process for Request for Proposals / Negotiated Contracts.
  • Responds to complaints from vendors and defends corporate position, coordinates responses to technical and administrative tender inquiries (verbally and in writing), arranges for and conducts debriefings with unsuccessful bidders, and conducts negotiations with preferred vendors to finalize contract documents, including price and terms and conditions.
  • Coordinates and prepares addenda to tenders, final contract documents and amendments to contracts concerning correctness and, approvals

What skills & qualifications do I need?

  • Successful completion of a university degree, preferably in business, commerce, supply chain management, engineering or a related discipline, or a combination of education, experience and training deemed equivalent.
  • Five years experience, preferably as Buyer or Specialist in a procurement function, or a position deemed to be equivalent, administering the procurement process for complex, high-value projects that includes the development of Request for Proposals (RFP)/Negotiated Contracts (NC) documentation; specification review and revision; liaising with clients / bidders; detailed analysis of tender bids for compliance; negotiation and final document preparation.
  • Facilitating and managing Commercially Confidential Meetings (CCM’s) would be considered an asset.
  • Knowledge of purchasing principles and practices normally attained through the completion of a professional development program with certification such as Supply Chain Management Professional (SCMP), Certified Supply Chain Professional (CSCP), Certified Professional in Supply Management (CPSM), Certified Public Procurement Officer (CPPO), Certified Professional Public Buyer (CPPB), or completion of the Ontario Public Buyers Association’s (OPBA’s) Principles of Effective Public Purchasing Certificate Program, or any combination of education, training and experience deemed equivalent.
  • Thorough knowledge of computer applications. Must successfully complete any other training required by corporate policy.
  • Strong understanding of tendering and contract law is required.
  • Good organization skills are required to effectively administer the overall procurement process for major purchases and contracts.
  • Excellent oral and written communications skills are required in order to establish effective working relations with client groups and vendors.
