Fisheries Biologist/Program Officer Job at Government of Prince Edward Island

The purpose of the position is to provide high-quality professional advice to the Department and the commercial fishing sector with a significant focus on field research and technical guidance.
As well the incumbent is responsible for the development, delivery, and advancement of the Future Fisher Program, an industry-specific, interest relief and training Program for new entrants to the PEI Lobster fishery.
Duties will include:
- Participate in commercial fishery research focusing on Lobster – executing the Lobster Resource Monitoring Program.
- Sample onboard commercial fishing vessels collecting biological information.
- Compile and analyze data collected in the field to support research programs.
- Providing guidance and training for seasonal staff in the field and data entry in the office to carry out the Lobster Resource Monitoring Program.
- Collaborate to develop research initiatives and provide advice on best practices, standard methods, and possible technology transfer options for applicability to the PEI lobster fishery.
- Representing the Province on and providing advice to Advisory boards and communicating information back to Department staff.
- Liaise with fishers and their organization, NGOs, Federal and Provincial government departments, academic institutions, and research networks.
- Organize and manage Future Fisher Program, researching, developing, and applying innovative learning materials and amendment of Future Fisher program course content.
- Meeting with potential Future Fisher program participants, assisting qualified applicants in attaining the documentation necessary to enter the Program, reviewing, approving, and processing applications.
- Working on major Federal/Provincial operational management plans for the Basin Head Marine Protected Area.
- Meeting with Department staff and Industry to provide advice on the program content and direction.
- Developing and amending program policies, e.g., guidelines, training plan, template for loan letter.
- Researching, developing, and applying innovative learning materials and amendment of program course content.
- Develop relationships with assigned educational institutions and groups.
- Developing and hosting workshops and seminars that are responsive to industry needs.
- Developing promotional materials for the Program.
- Assisting with program evaluations and assigning recommendation actions, and monitoring progress on the prioritized work assigned to employees as part of the Future Fisher Program evaluation recommendations resolution.
- Other related duties as required.
Minimum Qualifications:
- Must have a Bachelor of Science Degree (Biology, Wildlife Conservation, or Environmental Sciences) or related technical diploma with experience in fisheries biology, wildlife habitat management, or environmental sciences.
- Must have experience conducting research onboard commercial fishing vessels or commercial fishing experience working on management research projects or fieldwork.
- Demonstrated equivalencies will be considered.
- Must have excellent working knowledge of the Lobster fishing industry.
- Must have experience developing and conducting primary research, preparing and delivering presentations.
- Must have experience in development and maintenance of Microsoft Access databases and using Global Position System .(GPS), MapSource, Geographic Information Systems (GIS).
- Must have a valid driver license and access to a reliable vehicle.
- Must have good interpersonal skills, ability to deal effectively with others .
- Knowledge of water quality, biological and environmental sampling techniques, and equipment.
- Knowledge of business administration and program development and delivery.
Other Qualifications:
- Bachelor of Business Administration or experience Marine Fisheries business and finance or marketing would be an asset.
- Marine Basic First Aid or Standard First Aid & CPR and WHMIS training would be an asset.
- Small Vessel Operator Proficiency (SVOP) and Domestic Vessel Safety (DVS) would be an asset.
- Experience with program evaluations and sitting on advisory boards and committees would be an asset.
- Good knowledge of the Fisheries Act and other relevant legislation would be an asset.
- Experience with program content development and delivery would be an asset.
- Experience training and guiding staff on collecting data, data entry, and fieldwork would be an asset.
Preference will be given to UPSE Civil employees as per the UPSE Civil Collective Agreement.
