Public Works - Water Facilities Engineering & Reliability

2 Positions Available (1 Regular Full Time & 1 Contract Full time 18 Months)

Salary Range: $104,508-$130,636 per annum plus comprehensive benefits and vacation accrual

Location: 920 East Avenue, Mississauga ON - Arthur P Kennedy Water Treatment Plant

Hours of work: 35 Hours per week

What you will do in this role:

  • Manage large complex Capital projects related to water treatment plants, pumping station and reservoirs.
  • Manage the selection and procurement process for major equipment and assessment of new technologies.
  • Preparing and tendering requests for proposals including defining the scope of work and terms of reference.
  • Developing tender documents for contracts and evaluating detailed proposals.
  • Leading Value Engineering assignments when peer review is required to ensure constructibility and value.
  • Controlling project budgets, schedules, and monitoring and reporting on the same.
  • Liaising with other departments, divisions and sections within the Region as well as with Regional Councillors, external agencies, municipalities and the public.
  • Negotiating and securing approval from the environmental agencies including CVC, TRCA, MNR, NEC, DFO, MECP.
  • Negotiate project changes in scope and related extras to minimize Peel’s financial risk while maintaining the quality and schedule of the project.
  • Leading project teams which are also resourced with full time on-site consultants.
  • Directs/manages staff related to the administration of contracts.
  • Provides assistance and recommendations for the annual Capital Budget.
  • Update and implement the State of Good Repair Plan.
  • Provides budget estimates and project scheduling for recommended infrastructure requirements in the Capital Budget and forecasted Master Plan.
  • Works with manufacturers and operations staff in determining future operational costs.
  • Ensures capital projects are well thought through minimizing risks to existing infrastructure and treatment processes.
  • Must identify and initiate new business requirements to improve current practices and better assess infrastructure needs.
  • Must keep continually educated on emerging technologies and changing regulations.
  • Work with the local universities on research projects.
  • Manages complex projects simultaneously.
  • Coordinates multiple budgets, vendors and contractors to get the work done smoothly, on time and on budget.

What the role requires:

Educational Background/ Must Haves/Bonafide Job Requirements:

  • An undergraduate degree in engineering from a university or college. Preference will be given to those with a P.Eng. or CET designation.
  • A minimum of five years of experience in planning, design and construction of municipal infrastructure including water treatment facilities, pumping stations, reservoirs and water-mains.
  • Thorough understanding of tendering and contract processes, value engineering and contract administration processes.
  • Thorough understanding of water treatment processes, design practices and related standards, regulations, and safety acts.
  • Understanding of procurement by-laws.
  • Construction management of large multi-discipline working groups including Contractors, Consultants, Regional staff, and Plant Operation and Maintenance.
Skills/Abilities:
  • Exceptional time management skills to be able to coordinate multiple budgets, vendors and contractors to get the work done smoothly, on time and on budget.
  • Strong project management skills including project initiation, planning, monitoring and closing. Strong negotiating and scheduling skills.
  • Political acuity and being able to handle complex or sensitive political matters dealing with project updates.
  • Strong communication skills with the ability to provide regular updates to internal and external stakeholder groups including Peel Council and local and municipal regulators and agencies.

  • Work Mode:In this role you will have the ability to work remotely and attend on-site when required based on operational requirements at the 920 East Avenue, Mississauga ON worksite. The frequency of on-site activities may vary on a weekly basis and based on operational requirements. Your remote work location must be located within the province of Ontario.
