The Role
Reporting to the President and CEO, the VP Transformation - Wellbeing is a member of the Executive Management Committee and Senior Leadership Team, with their primary focus being to combine strategic and operational accountability to support the future vision and values of Newfoundland and Labrador Health Services.
The VP Transformation - Wellbeing will champion a shift in focus toward community-based upstream models of care and the importance of the social determinants of health. As a member of the Senior Executive Management Committee, they will provide strategic and operational leadership to envision, enable and support the ongoing development and delivery of health programs and services that are based on a provincial standard of care. They will ensure an integrated, efficient, sustainable, high quality, safe and responsive to the needs of citizens of Newfoundland and Labrador.
The VP Transformation - Wellbeing will have responsibility for provincial program areas that may include: Health in Corrections, and Public Health. The VP Transformation - Wellbeing will also have responsibility for clinical networks that may include: Primary Health Care; Community Health; Mental Health and Addictions; Seniors Care; and Child-Youth Community Health
The VP Transformation - Wellbeing will have provincial responsibility in additional areas that may include Wellness Networks (envisioned in Health Accord NL), Wellness Coalitions, Child Health Model, Child at Risk Wrap around Care, Healthy Schools / Healthy Students, Health Promotion, and Environmental Health.
The VP Transformation - Wellbeing will provide executive oversight and liaise with the other executives to ensure strategy, program, and service decisions are based on province wide solutions. The role requires close collaboration with other health and social system leaders, as well as community members to support ongoing transformation initiatives, including the further development of a Health in Corrections Program, supporting Wellness Networks, developing Primary Care Network, and creating a Child-Youth Community Health Network. This will require working directly with the five zone VP-COOs, clinical and program staff, Indigenous leaders, the Deputy Minister of Health Transformation, and various government departments and agencies.
The VP Transformation - Wellbeing will play a critical role in shaping ongoing collaboration with the community. They will lead work to support the provision of community-based primary health care services and lead the development of Collaborative Teams. The role will be responsible for building strong relationships with outside agencies and stakeholders and breaking down barriers to improved health and wellbeing.
Transforming our health system is a collective responsibility. Senior leaders will be expected to play a variety of roles and adapt to changes as we progress through the process of integration. All senior leaders will share responsibility for culture, which includes a commitment to safety and physiological wellbeing. Members of the Executive Management Committee may be assigned responsibility for programs, departments, or projects within the organization, as determined by the Chief Executive Officer.
Requirements of the Role
The successful candidate will have extensive experience as a senior administrator, strategist, and policy developer and have exceptional communication skills with both internal and external stakeholders. The individual must also have demonstrated leadership ability, high ethical standards, and integrity. They must have effective engagement skills, the ability to facilitate and lead change, and demonstrate a commitment to the health care community and organizational development, and the future goals, and objectives of Newfoundland and Labrador Health Services.
The ideal candidate will draw on 7+ years of experience at a senior leadership level that involved planning and delivering a variety of complex, integrated health services provided in several locations with multiple partners and stakeholders. They will demonstrate an excellent understanding of the social determinants of health, community development and engagement methods, population health, public health(including health promotion and prevention), child and maternal health, and Indigenous health.
Experience establishing and managing clinical networks and supporting the development of interprofessional teams will be considered a strong asset. Experience leading major health system transformations, robust change management capabilities, and knowledge of implementation science techniques are critical. The successful candidate will have a passion for equity, diversity, and inclusion. Candidates should be masters prepared or demonstrate an equivalent combination of education and experience.

In the 2022 budget, the Provincial Government announced its intention to create a single provincial health authority. Re-imagining our health system was recommended by Health Accord NL to help improve health and health outcomes. This will be achieved through active interventions in social determinants of health and a high-quality health system that rebalances community, hospital, and long-term care services.
We are at the beginning stages of integrating the existing four regional health authorities and the Newfoundland and Labrador Centre for Health Information into one entity. This will aid in enhancing and streamlining client programs and services, as well as associated corporate services such as human resources, payroll, and finance. The outcome will be the creation of a single health authority for the province with strong regional representation through the formation of Regional Health Councils covering five zones: Labrador-Grenfell, Western, Central, Eastern Urban, and Eastern Rural. Newfoundland and Labrador Health Services will employ approximately 20,000 people and have a combined budget of approximately $2.8 billion.

Zone Profiles
Labrador-Grenfell Zone
The Labrador-Grenfell Zone covers Labrador and all communities north of Bartlett's Harbour on the Northern Peninsula. The Zone's population is concentrated around three population centers: Happy Valley-Goose Bay, Labrador West, and St. Anthony. The remaining population is dispersed among rural and remote communities, including those only accessible via water or air. The Zone's population is approximately 37,000 people.
The Labrador-Grenfell Zone's boundaries encompass 22 facilities, including three hospitals, three community health centers, 14 community clinics, and two long term care facilities. The Labrador-Grenfell Zone operates 82 acute care and 143 long-term care beds. The Zone employs approximately 1,449 employees and has more than 250 volunteers, with an annual operating budget of approximately $202 million.
Western Zone
The Western Zone includes the community of Corner Brook and its geographical boundaries are from Port aux Basques southeast to Francois, northwest to Bartlett's Harbor, and on the eastern boundary, north to Jackson's Arm. The Western Zone population is approximately 77,980 residents.
The Western Zone has three hospitals, three community health centers, four long term care facilities, and 26 community clinics. The Western Zone operates 293 acute care beds, 434 long term care beds, 40 enhanced assisted living beds for individuals with mild to moderate dementia, and 14 restorative care beds. The Zone has over 3,100 employees and approximately 1,600 volunteers, with an annual operating budget of over $427 million.
Central Zone
The Central Zone has communities located in Grand Falls-Windsor and extends from Charlottetown in the east, Fogo Island in the north, Harbour Breton in the south, and Baie Verte in the west; a geographical area encompassing more than half the total land mass of the island of Newfoundland. The Central Zone serves a population of approximately 93,000 people across 176 communities.
The Central Zone's boundaries encompass two regional hospitals, nine health centres, 11 long term care facilities, 24 community health centres, and two residential treatment centres. The Central Zone has more than 3,300 employees and approximately 700 volunteers, with an annual operating budget of approximately $444 million.
Eastern Rural Zone
The Eastern Rural Zone includes Bell Island, Bonavista Peninsula, Burin Peninsula, Clarenville and area, Conception Bay Centre/Holyrood, Placentia area-Cape Shore, Southern Shore, St. Mary's Bay and Trinity-Conception. Approximately 119,497 individuals reside in the Eastern Rural Zone.
The Eastern Rural Zone's boundaries encompass two hospitals, five health care centres, 7 long-term care facilities, and several community clinics. The Zone has more than 140 physicians, 2,761 employees, and an annual operating budget of approximately $430 million.
The Eastern Urban Zone
The Eastern Urban Zone includes the Northeast Avalon/St. John's metro zone, which is comprised of communities including Bauline, Pouch Cove, Flatrock, Conception Bay South, Foxtrap, Manuels, Petty Harbour-Maddox Cove, Logy Bay, Middle Cove, Outer Cove, Torbay, Mount Pearl, Paradise, Portugal Cove- St. Philip's, and St. John's. Approximately 206,779 individuals reside in the Eastern Urban Zone.
The Eastern Urban Zone is home to the majority of the province's advanced tertiary and quaternary capabilities. The Zone's boundaries encompass five hospitals (including an academic teaching hospital, an in-patient rehab facility, and the province's dedicated mental health hospital). Additionally, there are 6 long-term care facilities, ambulatory care/outpatient locations, and several community clinics.
