What you'll do:
Under the direction of the Payroll & Benefits Manager, the Payroll & Benefits Lead will provide senior level expertise on full cycle payroll related functions for ISC and its subsidiaries. This role requires accurate functionality of the payroll, time and attendance system as well as responding to and resolving customer inquiries and issues. In this role you will also be tasked with pension and benefit plan administration. You will address benefit-related issues and work to find solutions or identify areas of improvement. You have the experience to work well independently, without needing a lot of guidance, but also thrive working and problem-solving in a team environment. You have natural leadership abilities and work well in a fast-paced environment. This position will also provide backup to the Payroll & Benefits Manager.
Major Activities:
  • Handles all aspects of timely and accurate delivery of payroll on a bi-weekly basis within strict timelines and deadlines, including managing a variety of pay items, ad-hoc payments (e.g., severance, final payments on termination, RRSP transfer requests), retroactive adjustments and other unique or unusual compensation-based demands.
  • Maintains accurate entitlement and attendance records to ensure accurate individual records as well as the corporate liability balances.
  • Supports with the pre and post audit review of data for each payroll cycle to ensure the integrity, completeness and accuracy of data is managed and maintained.
  • Ensures effective processes are in place for pension and benefit administration within the HR team and with the company’s benefit and insurance carriers and maintains accurate data within third party insurance modules/databases.
  • Responsible to ensure that benefit premiums are accurately configured in Workday and the pension and benefit remittances and payments to the insurance carriers are applied in a timely and accurate manner.
  • Manages the ISC Flexible Spending Account Plan (FSA) including determining new plan year eligibility, calculation of benefit, disbursement of payment to third party institutes and managing employee benefit accounts throughout the plan year and ensures that the integrity, completeness, and accuracy of data is managed and maintained.
  • Monitors the effectiveness of insurance programs and employee leave programs that continue to meet the needs of a diverse workforce in a cost-effective manner.
  • Provides guidance and support to the HR Business Partners for attendance management, performance based and disability related issues and is responsible to provide accurate reporting for confidential or sensitive cases.
  • Carries out external reporting, audit requirements and remittances to Canada Revenue Agency, SGEU, Service Canada, WCB, pension boards, insurance carriers, etc. as well as ensuring that mandatory changes are identified, analyzed and implemented.
  • Completes payroll related provincial and federal statutory compliance and filings for ISC and its subsidiaries to ensure good standing with external agencies.
  • Supports with the administration of the company’s equity plans.
  • Carries out financial accuracy and audit of payroll and benefit summaries related to the General Ledger Accounts for interface to financial reporting system and corporate financial statements.
  • Completes year-end and new-year corporate functions for ISC and its subsidiaries that includes accurate reporting for legislated compliance filing and external reporting.

What you'll need:
  • A Certified Payroll Manager (CPM) designation is required through the National Payroll Institute.
  • Preference for a Certificate or Diploma in Business Administration, supplemented with accounting courses, and a minimum of 5 years of senior level experience in payroll and benefits administration.
  • Experience working within a HRIS environment, with specific experience in Workday Payroll.
  • Comprehensive knowledge and ability to interpret statutory acts, regulations and collective bargaining agreements to meet requirements and compliance of payroll and benefit standards and legislation, finance and taxation regulations.
  • In depth understanding of all aspects of a payroll, benefits and an HR environment.
  • This client-facing role requires excellent written and oral communication skills and strong interpersonal skills with the ability to problem solve and resolve issues.
  • Ability to interpret and apply corporate, Human Resource and Finance policies and procedures.
  • Intermediate accounting skills required for financial analysis and interface to the financial general ledger that include reconciling reports and problem solving.
  • Advanced Microsoft skills to develop and formulate various tracking and management reports.
  • Strong strategic and system knowledge for system configuration and reporting requirements.
  • Ability to maintain a high level of data accuracy and manage information with a high degree of integrity, sensitivity and confidentiality.
