Key activities/job duties

  • Establishes the roles and responsibilities of positions within the subordinate organization, assigns and prioritizes work and reviews performance against expectations.
  • Plans, organizes and manages financial program delivery.
  • Develops, implements and maintains processes, procedures and controls.
  • Manages the preparation of internal and external reports in accordance with central agency direction and in compliance with the Financial Administration Act and other federal financial legislation.
  • Manages the research, analysis and development of complete and timely responses to central agency requests, the Auditor General's requests and observations, internal audit and internal control recommendations, as well as parliamentary questions. Provides the information and analysis to substantiate the Agency position.
  • Prepares and presents expert advice to senior management on financial, management and reporting issues, taking into consideration accounting standards, controls and regulatory requirements.
  • Provides direction and guidance to clients/stakeholders in the interpretation of policy, the gathering and analysis of data, and accounting and financial reporting and management requirements.
  • Undertakes assignments or projects to address and resolve issues requiring a high degree of financial management expertise. Defines and validates project scope, determines resources and milestone commitments, organizes and assigns tasks, and monitors progress.
  • Represents CRA interests and supports Government of Canada direction on interdepartmental and CRA committees and working groups.

This job opportunity will be used to staff management positions in the Revenue Accounting, Reporting and Analysis Division of the Financial Administration Directorate.

Due to the COVID-19 pandemic, public health recommendations and restrictions are in place across Canada and may change as circumstances evolve. You may be required to temporarily work remotely (e.g. from home). Further information will be provided if you are selected for the position.

Federal public service employees in organizations found under Schedules I, IV and V of the Financial Administration Act physically working in the National Capital Region. (List of eligible federal organizations)

Essential staffing requirements
To be eligible, you must meet the following requirements.

Education

  • the CRA’s minimum education standard for FI.

A degree from a recognized postsecondary institution with a specialization in accounting, finance, business administration, commerce, or economics; or

The eligibility for a designation from a recognized professional accounting association.

You must upload your education credentials in the education section of your candidate profile and submit all required documents by the closing date and time of this poster. Failure to do so can result in your application not being considered further.

Experience
Have experience in at least two (2) of the following criteria:

  • Experience* in preparing or auditing accounting estimates in excess of $500M.
  • Experience* in preparing or auditing financial statements that includes revenues or expenditures in excess of $500M.
  • Experience* in leading the research, analysis and development of complete and timely responses to central agencies requests or the Office of the Auditor General of Canada's requests.
  • Experience is normally associated with performance of these functions at the FI-03 level or equivalent or higher (indeterminate or acting) as part of the major job duties for a period of not less than 24 cumulative months for each experience factor, within the last five (5) years.
