General Accountability
Reporting to the Manager, Procedures and Control, the incumbent is responsible for the daily operations of all material and procurement related activities for the S/E/C Department. This includes overseeing the entire Supply Chain Management process including the management of materials, equipment, budgets, and appropriate staffing to meet project deadlines. The incumbent will be responsible for identifying and analyzing new maintenance initiatives to determine the materials, service and labour requirements, and ensuring projects are completed in a timely and cost-effective manner.
Key Job Functions
- Managing the entire Supply Chain Management Process for the S/E/C Department
- Managing service/material supply contracts and purchase orders
- Assisting Engineers with the preparation of specifications for the procurement of materials and service contracts; reviewing contract documents and suggesting changes to ensure conformance to M&P regulations
- Ensuring consistency and uniformity in specifications writing, and adherence to Material & Procurement (M&P) rules and policies to prevent unsuccessful contract tenders
- Ensuring that new contracts, as well as existing contract renewals are initiated on time and in accordance with departmental rules and policies
- Implementing and maintaining an administrative system for the management of Contracts, Purchase Orders, Invoices, and Technical Specifications
- Keeping abreast of policy/procedure changes that may impact the timely award of contracts
- Identifying needs, technology, space requirements, equipment requirements and services; providing cost estimate and implementation plans
- Coordinating the timely delivery of materials and services in accordance with department projects
- Forecasting future material needs, planning inventory levels and establishing safety stock to ensure that adequate stock levels are maintained
- Identifying and analyzing slow moving and obsolete material, and taking appropriate action
- Coordinating the deliveries of materials/equipment throughout various TTC facilities
- Arranging for emergency expediting of critical materials as required
- Utilizing the department's purchasing card with the approval of the Manager, reconciling invoices and keeping records in an organized manner
- Assisting with budget preparation, and ensuring fiscal responsibility
- Assisting with the monitoring of expenditures on workforce, supplies, and services
- Preparing budgetary requirements by determining quantities, labour hours and costs
- Investigating and reporting on cost variances, and providing recommendations
- Preparing a variety of written reports, correspondence, etc. concerning the department's activities
- Maintaining appropriate forms, records and associated paperwork
- Attending and arranging various meetings to discuss work matters
- Keeping abreast of procurement industry activities and developments, and recommending improvements and new methods of work
- Acting as the Liaison between the S/E/C Department and M&P
- Keeping the Manager - Procedures & Controls informed of unusual problems, communicating and documenting corrective action
- Performing related duties as assigned
- Participates in the TTC's Customer Service Ambassador Program

Education and Experience
- Completion of a post-secondary college diploma or university degree in a relevant discipline (i.e., Business Administration) or a combination of education, training and experience deemed to be equivalent.
- Several years of directly related work experience.
Additional Requirements
- Sound knowledge of materials procurement management and materials handling principles
- Knowledge of methods and practices relating to the ordering, receiving, issuing, storing and management of equipment and materials
- Advanced budgeting principles, and proficiency in applying same to the operations of Materials Management
- Familiarity with various engineering design disciplines, and construction related practices, codes, standards, regulations and project management concepts
- Familiarity with union and trade agreements and contraction contracts
- Comprehensive knowledge of business administration, fiscal and human relations concepts/practices
- Good understanding of pertinent human resources policies and legislation/regulations regarding safety, employment, human rights
- Sound judgement; strong organizational, interpersonal, problem-solving skills, oral and written communication skills, with ability to manage change effectively
- Ability to interface effectively with various workforces comprised of both staff and hourly rated employees
- Proficient in the use of a personal computer, and computer software and applications related to the work (i.e., Excel, Word, Outlook, Maximo, etc.)
- Must have of rapidly acquire a comprehensive knowledge of the Ontario Human rights Code and Related Orders including disability accommodation and accessibility requirements pertaining to passengers and employee.
