Our Capital Projects Group, Rapid Transit Business Unit is seeking a Manager, Civil Infrastructure for the Hazel McCallion Line LRT Project. This position manages staff, consultants and contractors/service providers to deliver capital rapid transit infrastructure projects encompassing the planning, design, procurement, construction and commissioning phases, and in accordance with approved timelines, budget and quality standards.
This Manager will manage the design changes during construction, monitor and participate in schedule reviews, manage and monitor contract variations, monitor and report on construction progress and ongoing commissioning activities.
What will I be doing?
- Manages capital LRT infrastructure projects, including highly complex underground station facilities and related infrastructure within an urban environment, through all stages of scope definition, procurement, design, construction, commissioning, and close-out;
- Coordinates project management responsibilities, compliance requirements, reviews project progress, identifies deficiencies and opportunities, and recommends solutions.
- Integrates corporate requirements, commitments and initiatives into projects, including design compliance requirements, environmental assessment conditions, light rail requirements, municipal commitments, Passenger Charter, Design Excellence, and property acquisition conditions.
- Manages external stakeholders, including, City (Planning, Transportation, permits licenses and approvals), public and private utilities, municipalities/regions, Railway Operators, etc. to ensure that requirements are incorporated, project commitments and are interests maintained, and that projects within the Hazel McCallion Line LRT program are implemented consistently, efficiently, safely, and in a coordinated manner.
- Reviews consultant and service provider proposals and makes recommendations to the Senior Project Manager for proposed projects consistent with strategic plans and business objectives.
- Manages project scope/requirements changes; handles change orders (AFP Variations) with contractors, including negotiating, processing and assessing cost and schedule impacts; ensures all are clearly identified and approved before progressing, and ensuring agreements reflect addendums issued.
- Provides leadership, direction, and coaching to staff and multiple project team members
What Skills and Qualifications Do I Need?
- Completion of a degree in applied science or engineering from a university of recognized standing, or an equivalent combination of education, training and experience with a sound understanding of the requirements of the Professional Engineers Act.
- Project Management Professional (PMP), Professional Engineer (P.Eng.) designations are considered assets.
- Minimum eight (8) years’ experience in planning, design, and construction, and commissioning of rapid transit facilities, station building & parking infrastructure, and/or Railway track & structures, including direct experience managing rapid transit infrastructure projects.
- Extensive experience in stakeholder management process related to LRT station facilities, including Site Plan Approval process, Permits, licenses and Approvals; ability to work closely with communions and Community relations
- Strong project and business management skills to manage construction projects from start to completion; knowledge of procurement processes, specifically related to AFP procurement practices in order to identify opportunities for improvements and cost savings, and budget management skills to pan and monitor departmental budgets.
- Knowledge of AFP Procurement delivery, management of Reference Concept Design and Project Specific Output Specifications (PSOS) development and Project Agreement Schedules and compliance management
- Contract Law and standard contract forms (CCDC), the Occupational Health and Safety Act, Environmental Assessment Act, and the requirements of the Professional Engineers Act.
- Knowledge of Human Resources legislation to monitor and manage employees and contractors, including experience in the application of collective agreement provisions. Demonstrated successful experience in firsthand application of supervisory principles and practices to supervise staff.
- Demonstrated understanding, and application of the theories, principles and practices of civil engineering applicable to a rapid transit/light rail transit environment, including relevant design & construction standards and standard procedures.
- Problem solving and analytical skills to evaluate and address contractor and supplier performance issues and recommend plans for improvement; to evaluate and address progress
