JOB TITLE: Procurement and Accounting Officer

JOB SUMMARY:

A. Procurement 50%
B. Accounting 35%
C. Other Duties 15%

The Procurement and Accounting Officer is responsible for performing procurement related
tasks, providing information and direction to internal stakeholders on all stages of the
procurement process, including but not limited to Request for Proposal / Request for Quote
(RFP/RFQ), performing professional-level internal financial analysis (including spend analysis),
and working with the Financial Services team to ensure that customer service is maintained by
assisting when needed in all areas of departmental functioning.

RESPONSIBILITIES:

A. Procurement (50%)

  • Work with internal stakeholders to identify procurement initiatives, research
potential vendors and evaluate and inform stakeholder needs, including scope of
work, in accordance with procurement standards and internal policies.
  • Support the administrative process including correspondence, documentation,
scheduling, and document review
  • Track and report on the progress of on-going procurement activities
  • Facilitate evaluation process, including team consensus scoring, proponent bids
and total scores
  • Prepare memo to support recommendation of successful proponents
  • Ensure compliance with Purchase Order Terms and Conditions and facilitate
paperwork
  • Track orders/services, and ensure timely delivery
  • Maintain updated records of purchased products, delivery information and
invoices
  • Fiduciary duty to act on behalf of both AU and the vendor community in a fair and
transparent manner
  • Knowledge, understanding and ensure compliance of Broader Public Sector

Procurement Directives (BPS), Canada-European Union Comprehensive
Economic and Trade Agreement (CETA), Canadian Free Trade Agreement
(CFTA), and other government directives

  • Experience with the Ontario Education Collaborative Marketplace (OECM) and
Supply Chain Ontario considered an asset

B. Accounting (35%)

  • Balance various accounts, reconcile subledgers and prepare journal entries as
required
  • Communicate with staff, faculty & management to ensure awareness and
compliance with internal policies
  • Track and process employee reimbursement claims according to policies &
procedures
  • Process claims and invoices charged to research grants and other Faculty
related accounts such as Professional Allowance, ensuring compliance with
policies
  • Prepare various period (monthly, quarterly, year-end and ad hoc) reports
including working papers
  • Prepare reports for Ministry of Public and Business Service Delivery (formerly
MGCS) Procurement Activity Reports and Council of Financial Officers of Ontario
Universities (COFO-OU),surveys using online system as required
  • Provide university benchmarking analysis using COFO portal when requested
  • Liaise with auditors as required

C. Other Duties (15%)

  • Cross-train on the position of Accounts Payable:
  • Ensure invoices include appropriate approvals, code and enter
  • Process purchase orders, Change orders and invoices
  • Other related duties may be assigned as required

  • Schedule, organize and carry out own multiple work assignments according to
established work plans and respond to changing and sometimes conflicting needs and
priorities (ie normal deadlines)

MINIMUM QUALIFICATIONS:

  • Post-secondary undergraduate degree in a relevant field, or equivalent combination of
education and experience, required
  • Minimum three (3) years of work experience in related fields required. Accounting
experience is considered an asset
  • Procurement/Supply Chain designation considered an asset
  • Computer proficiency in G-Suite and ERP related applications such as AccPac, Ellucian
or Chrome River considered an asset
  • Strong organizational and communication skills, both oral and written
  • Ability to assist and mentor individuals with the handling of procurement, financial, and
accounting responsibilities
  • Ability to effectively communicate information to university departments, management,
government and external vendors
  • Ability to work independently towards meeting results and deadlines
  • Minimum three years experience in a diverse, multicultural workforce and complex
public sector environment, including but not limited to service-based organizations
  • Experience working in a post-secondary education environment is an asset
  • Ability to review existing processes and identify and implement continuous improvement
measures.

Salary Scale: $57,557 to $71,946 annually
