Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Our Bus Operations’ Driver Safety & Training office is looking for a Bus Operations, Training Designer for a contract for up to 12 months to design, update, and implement training for Bus Operations Safety & Training Department, following principles of adult education to evolve and elevate Drivers’ and Supervisors’ skills to deliver the vision for Metrolinx customer, safety, and reliability experience.

What will I be doing?

  • Designs, implements, and monitors Bus Operations training strategies, programs and approaches to support training, with a focus on frontline staff and leadership for Metrolinx, by:
    • develops and documents criteria, standards and guidelines for the need’s assessment, design, development, delivery and evaluation of all Operations training programs.
    • designs and conducts need analysis studies using a variety of research techniques which includes occupational analyses, surveys, structures interviews, focus groups and questionnaires.
    • develops design plans to establish instructional and assessment strategies and components for programs under development.
    • develops a range of instructional materials and other documentation for training programs (e.g. resource books, handbooks, job aids, lesson plans, instructor guides)
  • Ensure that all program development activities comply with the Department’s standard operating procedures and requirements of Safety:
    • accurately identifies safety-critical content in all programs.
    • ensures new training programs are consistent with internal standards, standard operating procedures, corporate policies, legislation (e.g. Occupational Health and Safety Act, Human Rights, AODA), and regulatory standards.
    • liaises with external agencies and other Metrolinx departments to ensure compliance.
  • Develop assessment strategies for training programs and ensure that trainee competence is effectively measured:
    • ensures use of assessment instruments (e.g. written tests, practical tests, sign-off sheets, progress reports) is in accordance with the principles of educational testing.
    • ensures all assessment instruments are psychometrically sound and legally defensible.
  • Facilitates train-the-trainer sessions
  • Conducts training audits with frontline staff across all divisions; evaluates adherence to training practices and provides constructive feedback and coaching to training instructors on opportunities for improvement
  • Develops risk assessments
  • Works with management stakeholders and training vendors to manage external training partners and identify change management impacts of current and future projects; collaborates with program/project teams to integrate change management activities into the customer service training program
  • Collaborates with managers across the organization to create customer service training modules and ensures they are embedded into divisional training programs
  • Works with Customer Service and Human Resources to integrate with corporate-wide training programs
  • Develops training plans to support frontline staff by collaborating with driver trainers to establish delivery approaches and plans, and measures of success
  • Stays abreast of industry best practices, seminars, and programs to shape training instructor development
  • Establishes and implements standards and processes to deliver a consistent quality of training solutions; establishes tools to measure and monitor program success
  • Evaluates training program feedback and develops action plans to modify or refine program structure and/or approach
  • Works closely with subject matter experts (SMEs) to develop, update, and maintain training materials and assessments.

What Skills and Qualifications Do I Need?

  • Completion of a relevant university degree in Instructional Design and/or Technical Writing, or the equivalent, combined with several years of directly related work experience in designing and developing training programs. Project management skills are an asset.
  • Minimum four (4) years’ experience designing and developing training materials across a range of platforms (e.g., web-based, synchronous online, workshop, self-study, and ILT)
  • Knowledge of adult learning principles and best practices to plan and support the development of individuals' skills and abilities so they continue to advance their current and future job/role responsibilities
  • Comprehensive knowledge of curriculum development principles, and practices; adult education concepts, techniques, methodologies; and instructional systems design.
  • Strong understanding of research methods and techniques including occupational analyses, surveys, focus groups and structured interviews, and ability to conduct descriptive statistical procedures and interpret results.
  • Sound understanding of procedures/practices for conducting needs analyses, evaluating training programs and materials, and developing and validating criterion-referenced tests and other assessment instruments.
  • Well-developed technical writing and editing skills.
  • Sound understanding of principles of readability, document design, and information design.
  • Ability to develop and organize information that is technically accurate and consistent with Metrolinx requirements as well as the educational needs and the language/literacy levels of individuals.
  • Knowledge of document processing software designed for writing and editing large or complex documents (e.g., FrameMaker, InDesign, MadCap Flare)
  • Ability to develop training products in a range of instructional media (e.g. print-based, computer-based, video-based) and to use requisite software applications.
  • Possess or rapidly acquire comprehensive knowledge of applicable government legislation/regulations
  • Sound judgement; well-developed organizational, interpersonal, oral and written communication skills.
  • Must have or rapidly acquire a comprehensive knowledge of the Ontario Human Rights Code and Related
  • Must have or rapidly acquire a comprehensive knowledge of the Ontario Human Rights Code and Related Orders including disability accommodation and accessibility requirements pertaining to passengers and employees
  • Success within operations-oriented environments; consultation skills to build and maintain effective relationships with people at all levels
  • Familiarity with Change Management principles.
  • The following skills and experience would be considered an asset:
    • Program management experience
    • Web-based / classroom facilitation and learning platforms and/or Learning management systems (LMS)
    • Knowledge of technical illustrator tools (e.g., Adobe Illustrator)
  • Strategic thinker with influencing skills; takes initiatives and proactively seeks opportunities to add value; takes action to improve existing circumstances, processes and outcomes; uses appropriate methods to identify opportunities, implement solutions, and measure outcomes
  • Organizational skills and attention to detail to produce high-quality work and within tight timeframes while prioritizing multiple projects
  • Proficient in Microsoft Office Suite (Outlook, Word, PowerPoint, Excel, etc.)
  • Proficient in e-learning design tools (Articulate, Captivate, GoAnimate, etc.)
  • Experience developing various training materials, including resource books, workbooks, handbooks, job aids, e-learning modules, and assessments
  • Oral/written/presentation and classroom facilitation skills for both technical and business audiences
  • Occasionally required to handle, lift or carry moderately heavy training equipment and materials.
  • Occasionally required to visit work locations such as transit system environment, garages, shops, etc. with exposure to unpleasant conditions such as dust, dirt, noise, inclement weather, etc.
  • Potential for variable work shifts such as morning, afternoon and night as well as weekends.
